This image shows the Dean of the Graduate School Cratis Williams handing a folded American flag to an ROTC officer to raise on the flag pole. The flag raising was part of the Bicentennial celebration held in front of the B. B. Dougherty Administration Building, built 1968, in 1976 at Appalachian State University (1969-current). Seated in the background and on the left is Dr. Braxton Harris, Vice President of Student Affairs. Seated next to him is Mr. Robert Leake, President of the Student Government Association. The United States Bicentennial was celebrated on Sunday, July 4, 1976, the 200th anniversary of the adoption of the Declaration of Independence.
