Dougherty Administration Building, built 1968, in 1976 at Appalachian State University (1969-current). Seated on the left in the background is President Willam H. Plemmons. seated next to him is Dr. Cratis Williams, Dean of the Graduate School. The audience seated in chairs can be seen in the foreground. The United States Bicentennial was celebrated on Sunday, July 4, 1976, the 200th anniversary of the adoption of the Declaration of Independence.
