This image shows Dr. Richard Howe (right), former director of compliance programs at Appalachian, with Fred Miller (left), a member of the Board of Governors of the University of North Carolina System at Appalachian State University (1967-current) in the 1970s. The Board of Governors is the main governing body of the sixteen University of North Carolina institutions, and elects each of the institutions' chancellors, vice chancellors, senior academic and administrative officers, and faculty with permanent tenure.
