Chancellor Herbert Walter Wey (1969-1979) can be seen standing on the left. The Board of Governors is the main governing body of the sixteen University of North Carolina institutions, and elects each of the institutions' chancellors, vice chancellors, senior academic and administrative officers, and faculty with permanent tenure.
