This image shows Director Roy Tugman, head of the Appalachian State University (1967-current) Campus Police. Campus police took responsibility for campus safety and parking enforcement for the main Appalachian State campus, University Water Systems, State Farm, and Camp Broadstone. This image appears in the 1986 Rhododendron (p. 37).
