This image shows three Appalachian State University (1967-current) employees at an outdoor meeting of the SEANC in June 1968. The State Employees Association of North Carolina (SEANC) started in 1940 to provide representation for state employees in the North Carolina General Assembly, and held its first convention in 1947. The organization promoted increased salaries, retirement plans, health plans, and the addition of the Friday after Thanksgiving as an employee holiday. On the right and smoking a pipe is President William H. Plemmons. In the center of the three men is Mr. John Welborn, Director of Food Services.
